Naomi Barrera is an Associate Attorney at Lex Tecnica, where she focuses on special education law, advocating for children with disabilities and their families under federal and state laws. She brings more than 23 years of legal experience, with a career dedicated to serving vulnerable communities and helping individuals and families navigate complex legal challenges.

Mrs. Barrera represents families in special education disputes, advocating to ensure children with disabilities receive the educational services, accommodations, and legal protections to which they are entitled under federal and state law. Her practice is guided by compassionate advocacy, strategic legal analysis, and practical problem-solving, ensuring families receive skilled, dedicated, and effective representation throughout every stage of the legal process.

Prior to joining Lex Tecnica, Mrs. Barrera represented clients in real estate, business, and civil matters throughout New York State.  Early on in her career, she was appointed to be one of ten Commissioners of the New York City Board of Elections, where she helped oversee election administration, governance, and compliance with federal and state election laws. Subsequently, she served as the Chief Executive Officer of a Harlem-based nonprofit organization providing affordable housing and supportive services to formerly unhoused individuals with special needs. Since 2011, Mrs. Barrera has served as a Part 36 Court Evaluator for the Bronx Supreme Court in guardianship proceedings, assisting the court in protecting the rights and best interests of alleged incapacitated persons. Most recently, Mrs. Barrera served as the Managing Staff Attorney at a California special education law firm, where she provided legal and strategic support in complex special education matters involving the rights of children with disabilities.
